City of Flagstaff's CHAP program is one of the most generous DPA programs in Arizona. Provides up to $50,000 in down payment assistance through a 10:1 matched-savings program — the buyer saves toward down payment, and CHAP matches at the 10:1 ratio (you save $5,000, CHAP matches $50,000). First-time buyer required. Income cap approximately 150% AMI in Flagstaff. The program is designed specifically to address Flagstaff's housing affordability gap driven by NAU, tourism, and limited inventory.
